HOW TO BUILD A WALL WITHOUT WRECKING THE EMPIRE

Is there a way to build a border wall without putting the whole Empire in lockdown and without spending billions of denarii?
We had a walk along the newly built Hadrian Wall in northern Britannica against bordering Caledonia* with Emperor Hadrian. Remarkably, the wall has been constructed without rising trembles in the Roman society.

The wall meanders beautifully through the landscape and stretches about 80 Roman miles**. Here, by the river Irthing, the wall is made of stone, 3 metres wide and between 5 to 6 metres high.

Hadrian:
When Cumbria sends its people, they’re not sending the best. They’re sending people that have lots of problems and they’re bringing those problems. They’re bringing illegal drinks like mead, they’re bringing crime. They’re rapists and some, I assume, are good people, but I speak to border guards and they’re telling us what we’re gettin. So we planned the wall and started building it. (It turned out to be a simple and welcomed initiative). Easy as that. Not much debating beforehand. The people needed (and expected) this protection, most of the senate agreed. It took us six years to finish it. My legions are very good craftsmen.

There are 80 mile castles and fortresses along the wall with allocated gates nearby where people passes through as we speak. We can see merchants bringing and trading grain and meat into Britannica as well as civilians passing through the gates on foot.

Hadrian:
People are welcomed in our imperium, however, good people can still pass through the wall, but we can keep the bad people out. Our customs services are very strict and we keep a good control of the people passing through.

We are charging a toll fee acting as a tax at the gates, therefore the wall is mostly paying for itself. Indeed, it is Caledonia paying for this wall. I have actually made Caledonia pay for this wall.

The wall took six years to build and was mostly done by the legioners stationed in Britannia. Not much of a debate was seen before the actual building started.

Hadrian:
I passed the decision to build the wall through the senate without much of a debate. I guess my arguments were well laid out because the majority of the senators agreed with me. If you want things to happen you have to think ahead and sharpen your arguments. It’s like a sword, with a blunt sword you will never cut through, you only create a lot of turmoil. A sharp sword on the other hand, cut through instantly and ends the quarrel within no time.


* Caledonia is the Roman name for what in your time is known as Scotland
